Utqiaġvik has a hospital (Samuel Simmonds Memorial Hospital), a police station and fire station. The emergency number is 911. You shouldn't go outside the town due to the risk of polar bears. If you encounter one and are in danger, do this: Don't run. It can trigger its hunting instincts, instead, calmly get out of there slowly and keep eye contact. Make yourself big, and if you are with others, huddle into a group. Don't scream. If it approaches, use bearspray, cracker shells, or air horns. If it actually attacks, go all out and use everything you've got, fists, knifes, sticks, rifles, etc. and aim at it's nose and eyes. Keep at least a distance of 300 meters to prevent all this. If you kill it, you have to report to the U.S. Fish & Wildlife Service within 48 Hours. You have to be able to document that you've tried to defuse the situation in other ways before.
Utqiaġvik has a submarine cable laid in 2016-2017, and was fully launched in 2018. There is 4 and 5G coverage, and Starlink operates there too. Most hotels offer Wi-Fi.
Due to permafrost, you can't bury sewage pipes, as they will just freeze. However in the 1980's, Utqiaġvik decided to bury them anyway, as they thought it'd look better, and that they'd be protected in the permafrost. However, this cost lots of money to heat up and due to climate change the permafrost is melting so it's no longer stable, so they're planning to move them above ground soon.
